The newly approved 21st Century ROAD to Housing Act contains nearly 50 housing-related provisions aimed at addressing one of the nation’s most significant challenges: housing supply.
Some of the provisions include:
✅ Streamlining zoning, planning, and permitting processes
✅ Expanding support for infill development, modular housing, and manufactured housing
✅ Converting vacant and underutilized properties into housing
✅ Increasing access to small-dollar mortgages
✅ Supporting first-time buyers, veterans, and underserved communities
✅ Providing new tools and funding mechanisms to encourage housing development
Why does this matter?
For years, the conversation around affordability has focused on interest rates. While financing costs certainly matter, affordability is also a supply problem.
According to NAR, the United States faces an estimated shortage of approximately 4.7 million homes. When demand outpaces supply, prices rise, inventory remains constrained, and many potential buyers are forced to delay homeownership.
As a real estate broker and mortgage professional in the Phoenix market, I’ll be watching closely to see how these policies translate into actual housing production and whether they meaningfully improve affordability for working families.
Legislation alone won’t solve the housing shortage overnight.
But increasing supply, reducing development barriers, encouraging innovation in housing construction, and expanding access to financing are all steps in the right direction.
